Vehicle Concession Licences

The HSV Owners Club of WA is a registered car club with the Council of Motoring Clubs of Western Australia and an approved car club with the Department of Transport of Western Australia. The HSV Owners Club is authorised to provide concessional licence benefits to its members.
 
We are also members of the  West Australia Street Machine Association (WASMA), who operate a mobile app with other club posting approved events which you can attend with your vechicle, therefore opening up the number of opportunities to take the car out.

Code 404 Scheme

The Code 404 concession is for unmodified vehicles which are 25 years old or older

The Veteran/Vintage/Post Vintage/Invitational Vehicle Concession was introduced in 1964 upon request from the Veteran Car Club of Western Australia to encourage the restoration and preservation of historic vehicles. Maintenance of the manufacturer's original specification is one of the cornerstones of historic vehicle preservation and a key objective of the concession.

Owners of vehicles licensed with a Code 404 concession code are solely responsible for maintaining their vehicle in an original unmodified condition and remaining a financial member of a Department of Transport (DoT) approved historic motoring club in order to be eligible for the concession.

NOTE - a vehicle on 404 concessional licence can only be used for:  Club Events, Sanctioned Events & impromptu runs.  See DoT information for more.

NOTE - An Inspection of the Vehicle will be required by the club to check it's in  "original unmodified condition", this is a once-off event, and we might charge a small fee to cover the costs of the inspection (fuel etc).

Concessions for Classics (C4C) Scheme

The Concession for Classics (C4C) scheme is a voluntary concession which is available to owners of eligible street rods and vehicles manufactured in a calendar year that will result in the vehicle being at least 30 years old at the start of the calendar year in which the discount would begin.
 
On January 1, 2025, a rolling 30-year vehicle eligibility was introduced to make the scheme available to more WA vehicle owners.
 
If you are interested in obtaining a C4C concessional registration for your vehicle, please thoroughly read the following information for the Department of Transport:

Please NOTE - a vehicle on C4C concessional licence can only be used for a maximum of 90 days per calendar year, being:
  • 60 days to participate in HSV Owners Club sanctioned events; PLUS
  • 30 days for personal use (includes refuelling, testing, repair and maintenance).
The vehicle is NOT permitted to be used for fee, hire or reward.

The vehicle owners are required to record all vehicle use in a log book prior to the start and at the end of each and every journey.
 
Vehicle use records must be kept for a minimum of 24 months.
 
Recording vehicle use for C4C will be by the Log Book method initially, using the Department of Transport C4C log book templates.

  • Be a Primary Financial Member of the Clubo apply you MUST be the PRIMARY financial member of the HSV Owners Club of WA and NOT a partner or family member. The name on the vehicle registration must be the name of the club member.

  • Fill out the DoT Applicaton FormFill out the E81 Form. Click here
  • Fill out the Club Agreement FormFill out the HSV Owners Club Agreement Form. Click here
  • Send in your E81 Form and Agreement Form, and request a Vehicle InspectionYou need to get your E81 Form Authorised by the Club before sending it to the DoT also the Vehicle needs to be inspected and signed off. Please email it along with the Agreement Form to us, requesting an inspection. Note a Small Charge my occur for Petrol/Travel time. Click here to email
  • Send your Authorised E81 Form to DoTYou will now need to send your signed and Authorised E81 Form with supporting documentation to the Department of Transport. They will process the form and either refund or credit the difference between your full rego fee and the new concessional fee.
  • Historic PlatesPut your Historic Plates on the vehicle and you are good to go!
  • Use of VehicleRemember a vehicle on 404 concessional licence can only be used for: Club Events, Sanctioned Events & impromptu runs. The club has an impromptu run request, which can be found on your user menu.

  • Restricted Use Stickers/PlatesPut your Restricted Use sticker or Plate on the vehicle, and you are good to go!
  • Log bookRemember to log every journey - Failing to log a journey is illegal and will jeopardise this concession. Click here
